The Center for Developmental Disabilities Advocacy and Community Supports
The Center for Developmental Disabilities Advocacy and Community Supports is a non-profit association comprised of community-based residential programs, including Community Integrated Living Arrangements (CILAs); Intermediate Care Facilities for persons with Developmental Disabilities (ICF/DDs); and Medically Complex for the Developmentally Disabled (MC/DD), that provide services to individuals with developmental disabilities throughout Illinois. Membership opportunities are also available to students, guardians, and family members of individuals with developmental disabilities.
Since our inception in 2008, we have fought very hard for the recognition that all facility types are vital structures within the State of Illinois. We believe that to properly serve the needs of individuals with Developmental Disabilities, “real choice” is crucial.
Our goal has been to build and sustain relationships with key departments and like-minded advocate groups that will allow us to respectfully represent our membership, as well as advocate for individuals with Developmental Disabilities.
The Center is governed by a board of directors elected by the association’s membership. The association is led by an executive director, who is responsible for implementing board and committee directives.
Mike Bibo
Mike has been in the profession of long-term care for forty-eight (48) years, involved in the development and operations of LTC Facilities for seniors (NHs, ALFs, SLPs, & Retirement Centers), and Group Homes for Individuals with Intellectual/Developmental Disabilities (CILAs & ICF/DDs).
He also served on AHCA’s Executive Committee, representing ID/DD Programs, from 2001 – 2005. In 2005, he presented to the “President’s Committee for People with Intellectual Disabilities” and participated in the “White House Conference on Aging”.
Mike currently serves on the IDPH LTC Advisory Board as the IHCA representative; on the IDPH DD Facility Advisory Board as The Center’s representative; and on the DHS/DDD Regulatory Advisory Board as The Center’s representative.
He has been a member of the National Fire Prevention Association (NFPA) since 1987.
Mike has been effective in shaping the development of policies affecting residential services and programs for seniors, and individuals with intellectual/developmental disabilities, at local, state, and federal levels.
Mike has served on the IHCA Board of Directors since 2000, serving as the ID/DD Constituency Representative. He serves as the Chair of IHCA’s Public Policy Committee since 2012. He also serves on IHCA’s Administration/Finance and Operations Committee; Constitution & Bylaws Committee; and IHCA PAC. He is currently the President of the Center for Developmental Disabilities Advocacy and Community Supports (“The Center”).
